It is excellent proposal which is going to be organised to improve the English language teaching skills among local teachers in schools and colleges. The english language originated from US would have negative effects on the teachers as well as students. US english as it is on the fast track and the pronounciation also is a bit difficult to learn in all most all non english speaking countries. More over in Saudi culture the US english could become a tongue twister to all the local citizens who have learned the language. Hence it is better the ministry opt for Camebridge or Oxford unversieities to take the projects similar to this. As english language from England is very systematic and the way they teach is quite different from any angle. A student from any sphear either from teaching level or learning level will defintely opt for english language from universities of England rather than US.The pronunciation of english from England is easy and simple As the ministry has already opted and selected the American unversity to handle the project, they can concurrently start another project with universities from Great Britan. By this way the ministry can supervise the difference in the percentage of students who are grasping the language skills better either from US english or from GB english.

Dear brother, you seem to have developed some sort of misconception about US English as well as UK English. The case is vice versa. US English is spoken with open mouth and so more easily decipherable while Brits speak English with very narrow, almost closed, mouth which makes it very difficult to understand and attain. US English is more user-friendly while UK English is not that suitable for new learners of English language owing to its formal texture.
